The competition for the new Jaén Plan was organised by the Jaén City Council. The Plan is conceived as a set of strategic projects capable of dynamising the new economic model of territorial transformation generated by these new infrastructures with the aim of finding new opportunities for the future of the city.

Rediscovering the urban and territorial structure of Jaén, based mainly on its radio-concentric model of axes and ring roads, recognising its urban compactness to avoid its residential dispersion, and selecting the strategic projects capable of economically dynamising and qualifying its urbanity, would be its main urban planning objectives and where its strategic projects would be located: the Intermodal Station (rail and bus), the Technology Park and its Transport City, the Trade Fair and Major Events, the Health City, the Extension of the University, the Central Park, the Paseo de las Artes and rehabilitation of the old railway station, the Linear Parks…, as well as the residential extensions to the north and west, limiting and sealing off growth to the south (the Sierra) and east (Vega de los Ríos). Special attention is paid to the scattered sectors of the Vega de los Ríos, which are re-conducted and controlled by specific regulations.
